The resident went to unlock her vehicle and saw the subject sitting in the car. The resident then called 911 and the subject exited the vehicle.     Due to prior years, there have been large numbers of trick or treaters in various neighborhoods. These neighborhoods have petitioned the Town for closure of the roads that are known to be busy.
